In a role where every second matters and every system must perform flawlessly, Sean Vasquez leads with purpose and precision.

As Acting Director of the Department of Public Safety Communications (DPSC), Sean is responsible for some of the country’s most critical national safety infrastructure, including Cayman’s 911 emergency dispatch centre, the Electronic Monitoring Centre, the Public Safety Radio Network, and the National CCTV Programme.

Sean has built his Civil Service career around protecting people - not by being on the front line, but by ensuring the systems behind it are strong, responsive, and reliable. He leads a team that works 24/7, supporting law enforcement, emergency services, disaster response, and national security operations.

“Every project, policy, or phone call we handle can directly impact someone’s safety, well-being, or ability to get help when they need it most,” he says.

Whether it’s coordinating across agencies or solving infrastructure challenges behind the scenes, Sean’s leadership is a steady force in moments that demand clarity, speed, and care.

A Career Built on Service

With 18 years in the Civil Service and four years in his current leadership role, Sean has spent nearly two decades building systems that serve others. At DPSC, his team works around the clock to coordinate emergency responses, support frontline agencies, and maintain national public safety technology. The department plays a behind-the-scenes role that has very real, everyday consequences, often in life-or-death situations.

“I genuinely enjoy building teams, solving problems, and creating systems that serve the country better,” he shares. “No two days are the same — and that’s exactly how I like it.”

Under Sean’s leadership, the department supports a wide range of stakeholders, including the police service, fire and rescue, border control, and disaster response agencies. 

Motivated by Purpose, Sustained by Impact

Sean’s decision to join the Civil Service was grounded in a desire to do work that matters.

“I wanted to be part of something bigger than myself — something that truly serves the community,” he says. “Public safety, emergency response, and national security are areas where leadership matters — and where good systems can literally save lives.”

That desire to serve has evolved into a commitment to lead. Whether managing large-scale operations or navigating moments of national urgency, Sean approaches every challenge with clarity and purpose.

Leadership Through Learning

A defining element of Sean’s success has been his focus on continuous learning and cross-functional collaboration. Over the course of his career, he has contributed to national committees and councils, including:

  • The National Road Safety Committee
  • The Judicial Criminal Justice Steering Committee
  • The Emergency Response Sub-Committee
  • The Technology Working Group (TWG) alongside RCIPS
  • Sean has also represented the Cayman Islands on the Motorola Latin America Customer Advisory Council, offering insight into public safety technology at a regional level.

Each of these opportunities has helped shape Sean’s strategic perspective, deepened his technical knowledge, and strengthened his network of trusted collaborators. “My growth in the Civil Service has been shaped by a mix of hands-on opportunities, leadership development, and meaningful mentorship,” he says.
