What We Do

The Ministry of District Administration and Home Affairs provides funding, policy direction, oversight as well as administrative support to the District Administration portfolio, in the functions of Finance, Human Resources and Communications. Under the Ministry, is the operational arm—The Department of District Administration which is the main Government office within Cayman Brac and Little Cayman (Sister Islands). The general nature of the department’s activities is to administer and support the government business in the Sister Islands, ensuring the timely and efficient implementation of governmental policies.

District Administration’s customers include the general public (resident and non-resident in the Sister Islands) as well as other governmental departments and agencies. Other operational offices are located across various locations on Cayman Brac and Little Cayman. The enduring vision of Home Affairs (HA) is to build a safer community for our residents and visitors alike. To accomplish this vision, our mission is to empower our community through innovative, evidence-based, and intelligence-driven solutions in public safety. The HA was established with responsibility for furthering the resiliency of the Cayman Islands, through continued strategic and operational advancement in the areas of national security, emergency response, disaster relief, offender management services, and youth development.

Organisation & Functions

Our focus is to pursue the Strategic Broad Outcomes set by the Government, particularly those related to security and public safety. These outcomes steer policy and operational activity across the Public Service including the Ministry of Home Affairs. 

The Ministry of Home Affairs currently consists of a core office, which has oversight of six departments that fall within its remit: Department of Public Safety Communications, Cayman Islands Fire Service, Cayman Islands Regiment, Cayman Islands Cadet Corps, Department of Community Rehabilitation, and His Majesty’s Cayman Islands Prison Service.

The Ministry’s main function is to provide strategic policy direction to its operational departments and monitor their overall performance for alignment with established governance frameworks. In doing so, the Ministry is committed to breaking down silos, building strategic partnerships in the interest of public safety, and leveraging localised data to steer policy direction.

Home Affairs Employee Spotlight

We're thrilled to spotlight Prison Officer Dennis Oli, who received the May Chief Officer's Choice award 2024 and the May CIG Employee of the Month award 2024. Officer Oli attended the CIG employee of the year 2024 event, where he was recognized for service.

Last year, Officer Oli saved the lives of many inmates and fellow officers through his rapid and decisive actions that led him to heroically charge into a burning building filled with smoke to ensure lives were not lost. His contributions have highlighted the commitment and dedication of all of our amazing prison officers and represent the core values of His Majesty's Cayman Islands Prison Service.
